  18. I think you are making a lot of assumptions about how participants collect
  19. their mail.  You are also making the incorrect assumption that all participants
  20. have no-charge local phone access to an ISP.  Some may have to call long
  21. distance and still others are in countries where local calls are metered.  Many
  22. of our foreign participants have to go to great lengths to participate, often
  23. at fair expense.

  25. Scanning headers while online can get expensive if you are paying for the phone
  26. call, probably moreso in the long run than the occasional improper binary
  27. posting or spam.  Those who do pay may well have their news grabbed at a time
  28. that the rates are low -- a time that it is going to be inconvenient to scan
  29. headers.

  31. Yes, the offender apologized for his misdeed.  But the thread goes on because
  32. too many have attempted to blame the victims, opening up the possibility that
  33. others will believe this to be the case and will post further binaries.

  38. 2. Anyone posting binaries in this group is 100% wrong, be it intentional or
  39. accidental, unless it is due to a faulty server.
